UNITED COOPERATIVE MOVEMENT PHILIPPINES

RESOLUTION SUPPORTING THE BUDGET PROPOSAL OF THE COOPERATIVE DEVELOPMENT AUTHORITY ESPECIALLY PERSONNEL SERVICES AND MOOE

WHEREAS, both the House of Representatives and the Senate are tackling the budget of all national Government Agencies and government institutions for the year 2022;

WHEREAS, government institutions will present their key strategies, programs, and projects which will be prioritized for funding given the massive impact of the COVID-1 9 pandemic;

WHEREAS, the programs that will be included in the general appropriations should stimulate the economy and encourage multi-sectoral participation to ensure that the economy rebounds from this pandemic;

WHEREAS, the Cooperative Development Authority is proposing an increase in their budget for the fiscal year 2022,

WHEREAS, Republic Act No. 11364 or an Act Reorganizing ang Strengthening the Cooperative Development Authority was signed into law last August 8, 2019 and its Implementing Rules and Regulations effective October 28, 2020;

RECOGNIZED that the Cooperative Development Authority needs an increase in budget to fully implement the law;

WHEREAS, in Personnel Services, we took notice that the Cooperative Development Council (CDCs) needs a full-time secretariat to ensure that the purpose of the CDCs in providing a system with regard to policy consultation and coordination of cooperative programs and projects to be established at the National, regional, provincial, city and municipal levels under the supervision of the Authority will be met and done.

WHEREAS, to be able to fully implement RA 11364, an increase in budget for programs and activities with the sector will strengthen its partnership with the Cooperative Sector (Unions and Federations) and the Academe as mentioned in Section 18 of the law:

Section 18. Partnership with the Cooperative Sector. A strong partnership between the Authority and the cooperative sector and the academe shall be established in implementing the developmental functions of the Authority as stated herein Section 4, paragraphs (a), (b), (aa), (bb), (cc), (dd), (ee), (ii) and (jj), and Sec 17 of this Act to ensure the maximum participation of the cooperative sector on matters of government plans, projects and policies affecting cooperatives.

The Authority, the cooperative sector, and the academe shall formulate guidelines for the implementation of the partnership that may give rise to the recognition of apex organizations and a national alliance representing all types and categories of cooperatives, as provided for under Sec. 4 (z) of this Act, that shall function as the overall consultative and coordinating body with the Authority.

The Authority shall recognize cooperative unions and federations under Articles 24 and 25 of RA No. 9520, and issue guidelines to promote and develop these secondary cooperatives.

RESOLVED THEREFORE, AS IT IS HEREBY RESOLVED that the United Cooperative Movement of the Philippines fully supports the increase in the Authority’s budget with emphasis on:

(1) Personnel service specifically on hiring full time secretariat for CDCs, and
(2) An increase in budget for programs and activities that will strengthen its partnership with the Cooperative Sector (Unions and Federations) and the Academe.

RESOLVED FINALLY, that the copy of the Resolution be given to the following:
